Are Hidden <h1> and <h2> tags still working?

So I know that hidden tags were an SEO strategy of the past, but a competitor of mine still uses them and DOMINATES in our local market. Their h1s are hidden inside their logo in the headers of every page and some of the visible h2s, h3s, and h4s are very peculiar. What I mean by this is that the keywords that I search for which they rank for are on their page, but are h4s... That seems weird to me (but I'm ignorant...)

I'm pretty new to the SEO scene, so I wanted to ask some veterans. How the heck is this company dominating (even over things like the Better Business Burea) using hidden tags, over 67% toxic backlinks (around 2000 of them), and seemingly irrelevant h2, h3, and h4 tags that are associated with the search query?

Well I did take a look....

I didn't find any hidden h1 tags.  I took the liberty of rendering the page both with Google and my own suite of software.  

You're mistaken in your analysis as far as the use of hidden h tags.  Oh and yes, hidden tags are still a way to get your site demoted.

I also took a look at the backlink profile....

Again it seems you're quite mistaken in your analysis...

I couldn't attach photos in the reply section, so I just answered my question to show what I am seeing.
Correction.... I still couldn't upload the images. haha. So I will just explain. If you inspect the logo, you will notice it is wrapped in an >h1> and has the title "Louisiana Roofing and Roof Repair" and if you check its CSS, the font is 0,0 and the color is transparent. If you uncheck those properties, then it becomes very evident that the text is hidden from the viewer. Also, I'm VERY curious about what software you use, because since I'm new I may have fallen prey to the marketing ploys of things like SemRush or ahREF SEO websites. We are using SemRush and when we pulled the report on our competitors, it said they had over 4000 backlinks with 67% of them being toxic.

The wrapping of the logo in an h1 is not hidden as you and most others would think.

If you would just hover your mouse over the logo then you will see that "Louisiana Roofing and Roof Repair" exposes it's self. Just a css trick to add a title to the image and use it as a tool tip. Quite an "Acceptable Seo Practice".

As far as backlink checkers I use a few... but the one I used for this site was Seo Spyglass......

As far as how spammy the backlink profile is.. well what you, ( unless you have access to this site) and I don't know is if any of those spammy links have been disavowed.

So from your info posted and how well the site performs in search, I would suggest that they have cleaned up the backlinks so they are not an issue. But all of this is just speculation on my part, meaning the backlink profile of course,

You sir, just helped me out TREMENDOUSLY. I instantly went to their site and hovered over it to my amazement of how I missed that. Now I just need to figure out how to put the h1 in the logo like that. I'm pretty new to all of this. Thank you again for the help.
