Page Not Showing in SERP

Please advice for this: I am doing SEO for a website for past few months. Target is country other than India. The target url was showing fine for last 4-5 months when I set target country in search settings. In India also url is showing. The page is indexed in google. When I search for keyword along with website name it shows even in target country. But when I search with keyword only it's not appearing in target country SERP. In India that keyword is appearing in top 10 results.
