Is is mandatory, no it's not mandatory.
But it is wrong.... let me explain.
If you have pages marked "no-index" it is obvious you do not want them being crawled. By having the url in the sitemap you have specifically said - "crawl these pages".
Take the urls out of your sitemap - best advice !
