Normally I suggest you create original content, but from the way you phrased your question there is a right way to use copied content and it's permissible provided you follow a few simple rules.
Example:
Quoting "entegracalgary"
"If I copy the content from any website and put it on my website with that website source URL. Will it get a google penalty?" ( question asked on Seochat.io )
Put the information you are coping in "Quotation Marks" see above example...
Put the source in parentheses, () see above example...

As for Google levying a penalty ... If you follow the rules above probably not, 99.99 % sure . I say probably because I have no idea of what your goals are.
If your site is going to consist of 90% + of copied content then you will not rank very well but not because of a penalty, but because how search algo's work.
Meaning I can go elsewhere and get the original source. which will be more in depth coverage on the topic. Google also knows this and will go there as well.
