Although there are blackhat approaches which can get backlinks indexed slightly faster, I wouldn't recommend. Reason being, Google will find your backlinks naturally - and usually very quickly. If Google values the website which is linking to your website, it should take no time at all for them to crawl it and find the backlink(s).

Technically speaking google does not index backlinks, They index pages. However I think you're really asking when will google pick up the backlinks to your site. Typically the more popular the site is that holds the backlink the more often google will visit them and pick up your backlink. 

So if your link is taking a long time to be registered then the chances are the site is not high on google priority list so any value it might pass will be low as well. (that is just a general rule of thumb not 100% accurate) 

Its also common that people want things to happen far quicker than it does, I generally allow 6 weeks to filter through and everything to settle down.

Dont use any kind of tools to index your back links becus natural indexing give you better resultes . If you use tools to index backlinks fast its temporary and google not like this types of links any ways to index

if I can share experiences, I register at webmaster tools. after I publish my article about 20 minutes later I enter the title of my article into webmaster tools
