There are three techniques in SEO:

White Hat SEO: White hat SEO refers to those techniques that follow the Google algorithm to grow your website organically.

Black Hat SEO: black hat SEO refers to those techniques that don’t follow the Google algorithm to grow your website organically.

Grey Hat SEO: Grey Hat SEO is a mixture of white hat SEO and black hat SEO they follow some Google algorithm techniques.

Yes Black Hat is very risky. Google has been known to remove sites from the index for certain black hat tactics. Best you stay away from such tactics .... just saying.
