First I would get a copy of Screaming Frog.  It's free.  Play with the program and look at different sites with it.  Learn what the software can do for you.

Go get a hosting account, Godaddy, Hostgator or whomever you are comfortable with doing business with.  Get a domain name, generally you can get a free domain name with hosting in some cases. 

Now create a website and rank it to page one of Google.

Start learning the rudimentary skills for creating backlinks

Don't go and start building backlinks before you learn what you are doing.  This can and will destroy your site if you don't understand link building.
