No there is no requirement to submit your site to search console. 

Google will index your site once it has found it, It can, however, speed up this process if you don't have many links pointing to your site.

I'm with Cheddars on this, however, when changes are made, no matter how minor, I generally resubmit that page. Also, when working on pages positioned deeper in a site it can be beneficial to submit / re-submit those too.
