Personally, I welcome the news. Spamming keeps involving and the major search engines need to keep on top of the latest techniques even if they have been used for years and only recently come to light by some webmasters.
In saying that the traffic I tend to see from Bing on sites I look after is exceptionally low when compared to Google so I suspect the announcement will be a bit of a none event.
